For RM2300, you can build a pretty decent gaming rig. With such a budget, a 3500+ AM2 is not a good choice. You should either get a X2 3800+ AM2 or Intel Core 2 Duo E6300 (Conroe), which should cost between RM600-700 by the end of this month or next month.
As for motherboard, the DFI Infinity NF UltraII-M2 socket AM2 is pretty good and it is priced below RM500. It also has dual PCI-E slots, which means you can run SLI with modded Forceware drivers.
If you're going for Conroe, you should wait a bit because there isn't any nice and cheap motherboards out yet. But if you want to get a Conroe, the Gigabyte GA-965P-DS3 (RM700) should be a decent choice. But keep in mind that there isn't many Conroe SLI motherboards available and even it's available, it will be pricy.
A pair of 7300GT DDR3 should be good but it's going to be hard to buy locally, unless you have sources. A 7600GT DDR3 should fit the bill and will cost about RM600+.
250GB HDD sounds good but you need atleast 2x512MB of DDR2 modules. If you play games such as BF2, you need atleast 2x1GB DDR2.
Next, you need a decent PSU with at least 500W TruePower but FSP 600W Epsilon should be a good deal.

I finally found some one had brought the DFI Infinity NF UltraII-M2, but he say "外频最多少到 233 superpi 41秒 在上就进系统重启,郁闷"...
Translate:
"the FSB only can reach 233 only, the superpi(could be 1mb) only 41 sec(sempron I think), if push more then 233 FSB will restart system, boring"...

I also noticed very stable Vcore on this motherboard throughout the stress test.

Actually if you want higher HTT, CPU should not be the limit as you can drop it to low multiplier. For example, if I run 400HTT x 6 = 2400MHz CPU speed. At 2.4GHz, anyone can use stock HSF as there's no need to raise the CPU Vcore.
