I'm looking to create a gaming rig with only £700 is this possible?

It's for playing games such as Unreal, Doom3, Quake, Call of duty and counter-strike.

Someone please help i know nothing about modding.

This should be under Hardware section.
Anyways with that budget, you can come up with a pretty kickass gaming rig.
Have you checked out our system guide yet?

I should say that with this £700 i need to get a moniter keyboard mouse speakers everything. A full gaming computer.

as in pounds? With 700 pounds, you can build one heck of a gaming pc. If you can just verify with me that you meant "pounds" and not "ringgit", then i'll help you build one.

I think he's from UK.
Btw, I noticed that HW prices in the UK are quite expensive.
You might want to survey prices for the following HW:

Intel C2D E6600
Asus P5W64 WS PRO
2GB DDR2 PC6400 OCZ/Corsair
GeForce 7900GTO
250GB HDD
Pioneer DVD-RW
24" Dell LCD or 20" ViewSonic WS LCD
OCZ GameXStream 600W or PCP&C 750 Silencer
Generic Tower Case (or anything nice and big)
KB + Razer Copperhead
Altec Lansing ATP3

You can check prices at Pricegrabber UK

Edit: The above system will probably cost you over 700 pounds but lets just use that as a standard baseline. We can later trim down on the components to suit your budget.

The Asus P5W64 WS PRO is around $400 is that not very dear?
Is there not a motherboard that fits an AMD 64 bit processor?
Can i not get a AMD 64 bit for around £100 - £150?

If the Asus board is expensive, you can go with Gigabyte P965-DS3.
If Core 2 Duo is too expensive, you can try AMD X2 3800+ (AM2) and DFI Infinity UltraII-M2. Should be much cheaper, but Core 2 Duo is faster though...

It depends on the prices in UK.
Have you checked the prices yet?
How about Intel C2D E6300 + Gigabyte P965-DS3?
